Children and young people with special educational needs anddisabilities (SEND) and their families aspire to the same, ordinary experiencesas others—such as having a nurturing nursery or school, participating inactivities with friends, and accessing timely health and care support. Yet, thereality is full of systemic barriers, delays, and unnecessary fights oversupport.

The report calls for bold, systemic reform so that childrenwith SEND can experience the ordinary joys of childhood without barriers orbattles. It proposes statutory support, inclusive education practices, localstrategic planning, transparent outcomes tracking, and properly aligned fundingto transform the system—without removing rights or protections.
